William McDonough, executive vice president at the Federal Reserve Bank of New York and head of its foreign exchange operation and foreign group, will also be watching over the Fed's open market and market-surveillance divisions this fall, but will no longer be in charge of the Fed's foreign group. The move is slated to take effect following Peter Sternlight's retirement September 30. Sternlight was an executive vice president and manager of domestic open market operations at the New York Fed.
