Twin Cities O'Toole Resigns As Budget Restraints Pinch

The Twin Cities Board of Trade (TCBT) is feeling the pinch of its budget constraints and has lost its president Sean O'Toole as a result, officials there say. Meanwhile, negotiations to obtain financing are underway with seven other U.S. exchanges after attempts to sell its seats failed.
