The definition of buy side used to be a relatively simple categorisation to make while the two-tiered market of dealer-to-dealer and dealer-to-client pools co-existed in happy parallel. The fact that such easy distinctions are now nearly impossible to make is a sign of the times, and a reflection of the blurring divides between market-makers and takers.
